OF THE POHNPEI STATE AUDITOR
BACKGROUND
The Office of
Pohnpei State Auditor is a constitutional office created
under Article 11, Section 8 of the Pohnpei State
Constitution. With the enactment of SL-Il-10-79, the
office of Pohnpei State Auditor was established as an
independent agency to conduct audits of all Pohnpei
State agencies and activities. The State Auditor who is
appointed by the Governor with advise and consent of the
Legislature heads the office of Pohnpei State Auditor.
Removal of the State Auditor is by impeachment requiring
two thirds of the legislature; otherwise, the State
Auditor serves until another appointee is confirmed by
the legislature.
POLICY
The work of the Office of Pohnpei State Auditor will be
conducted in accordance with the authority and direction
contained in SL-Il-10-79 and other applicable
legislations. In addition, it is the policy of the State
Auditor that all audits will be conducted in accordance
with Generally Accepted Auditing Standards and
Government Auditing Standards issued by the Controller
General of the United States.
PRIMARY DUTIES
AND RESPONSIBILITIES OF THE POHNPEI STATE AUDITOR
The office of
Pohnpei State Auditor is responsible to provide
independent and objective reviews of the integrity of
Pohnpei State Government operations and is the central
authority concerned with quality coverage and
coordination of audit services within Pohnpei State
Government including municipal governments.
CURRENT
SITUATION
As current Public Auditor of Pohnpei State Government, I
am faced with limited human resources to perform all
mandated audit services, as a result, Annual Audit Plans
are directed to operations with material financial
resources allocated and areas where audit reviews have
not been performed lately. We also set aside resources
to accommodate concerns requested by the three branches
of Pohnpei State Governments.
Lastly, it is the
priority objective of this office that mandated audit
services that we performed are directed to assist
management of Pohnpei State for the benefit of improving
quality of services to the people of Pohnpei.
