Social Security Administrators Meet on Guam

Grant No. PAL-98 was provided by the United States Department of the Interior to modernize and upgrade the computer software of the social security systems of the FSM, ROP, and RMI. On August 16, 2003, bidding was officially opened to a qualified firm or individual to design, develop, and implement this upgrade. The closing date for bidding was set at 2 p.m. of September 5.
As a continuation of the meeting in Majuro, the Social Security Administrators of the Federated States of Micronesia, the Republic of Palau, and the Republic of the Marshall Islands met on Guam from September 10th to 11th. The purpose of the meeting was to review the proposal responses submitted by the interested firms.

The meeting took place in the Liaison Office of the Federated States of Micronesia located in the ITC building.
After collectively reviewing and analyzing the proposals that were submitted, the three administrators agreed to hire White Computer Services.
The next part of the meeting was a more detailed analysis and review of the proposal that was submitted by White Computer Services in order to clarify issues and to request added features.
Afterwards, it was agreed that 4 to 6 people from the SS offices would travel to Saipan before final data conversion and installation. The trip will be a free training for the technical staff from the three SS offices and for them to test all aspects of the software, to determine if it performs correctly, and to see if there are any missing capabilities that need to be addressed later.
Due to the short length of the project, Greg Ngirmang will be requesting an extension of the grant from June 1, 2004 to June 1, 2005.
